We are pleased to present the second quarter (April–June 2026) edition of RegTracker, CIRC’s regulation tracker captures key regulatory and policy developments across the Energy, Transport & Logistics, Telecommunications, Infrastructure, Waste Management, and Information Technology sectors.

In the Energy sector, CERC proposed market coupling reforms to introduce a single electricity market-clearing price across power exchanges. Further, MNRE clarified ALMM/ALCM requirements ahead of mandatory domestic solar cell procurement.

In Transport & Logistics, MoRTH digitised highway overload enforcement through automated weighing systems integrated with VAHAN and FASTag. Additionally, the government notified new National Shipping Board Rules, 2026 under the Merchant Shipping Act, 2025.

In Waste Management, the Solid Waste Management Rules, 2026 came into force, mandating four-way waste segregation and introducing a national digital compliance portal. Amendments to the Bio-Medical Waste Management Rules strengthened digital reporting and treatment facility obligations.

On the Infrastructure side, the BIS replaced the National Building Code 2016 with the performance-based National Building Construction Standards (NBCS) 2026 while in the Information Technology sector, MeitY unveiled India AI Governance Guidelines, promoting a principle-based AI regulatory framework without introducing a standalone AI law.
