-Evolving frameworks, regulatory regime & policies to facilitate Public-Private-Partnerships and functioning of regulated utilities.
-Anchoring as counsel complex, precedent-setting commercial and regulatory matters before the Supreme Court, High Courts, Appellate Tribunals, Regulators (in Competition, Power, Hydrocarbons, Airports) and Arbitral Tribunals (particularly construction and project implementation disputes).
He has structured and conducted capacity building programs for Competition Commission of India; Ministry of Finance (for PPP); Electricity Regulatory Commissions in SAFIR; visiting faculty for Executive Education programs for National Law School of India University (Bangalore), IIM – Bangalore and SAFIR.For the past 15 years he has been a member of the National Infrastructure Council and Energy Committee of Confederation of Indian Industry. He serves on the Management Governing Council of CUTS Institute for Regulation & Competition (CIRC). Amit is a regular speaker/faculty at International & National workshops and Programs on issues of Policy, Law, Regulation, Project Finance, reforms and private participation in Infrastructure and has published position papers and articles in established international and domestic journals.

Kirit S. Parikh is Emeritus Professor (on retirement as Director) and Founder Director of Indira Gandhi Institute of Development Research (IGIDR), Mumbai, India. He has also served as Senior Economic Advisor to United Nations Development Programme. He has been a member of the Economic Advisory Council (EAC) for multiple Prime Ministers of India: Rajiv Gandhi, V.P.Singh, Chandra Shekhar, P.V. Narasimha Rao and Atal Bihari Vajpayee. He completed his B.E. in Civil Engineering from Gujarat University. He did his M.Tech. (Structures) from Indian Institute of Technology Kharagpur. He has a D.Sc. in civil engineering and a master’s degree in economics from MIT, USA. He is also a Fellow of the National Academy of Sciences, India. He has been the editor of “India Development Reports” which provide a non-governmental assessment of India’s development and policy options. Apart from these, he has been a member of numerous other boards of directors.He has also authored and co-authored more than 15 books in the areas of planning, water resource management, appropriate technology for housing, optimum requirement for fertilizers, energy systems, national and international food policies, trade policies, general equilibrium modeling and natural resources accounting. He has also published numerous articles.The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 2009, for his contributions to public affairs.

A Doctorate in Economics (1991) from the State University of New York, Stony Brook, New York, Dr S K Sarkar is working as Director, Water Resources Division, TERI since September 2014. He is responsible for carrying forward research agenda in the infrastructure sector, especially in the area of regulatory policy, energy reforms, water resources management, urban system infrastructure, and sustainable development including climate change. During 1998 till 2003 Dr Sarkar worked as Senior Fellow, TERI, and during 2005-2007 as Director, Division of Regulatory Studies and Governance in TERI.Dr Sarkar worked as Secretary to the Government of India in the Ministry of Water Resources during 2013, in the Department of Personnel and Training during 2013-14 & 2007-2013, and Ministry of Finance (Department of Economic Affairs) during 1994-97. Prior to this, Dr Sarkar was with the environment regulatory authority, Government of West Bengal, and was responsible for the sustainable development in the State (2003-05). Also, worked as consultant with the Asian Development Bank (1998) and with the World Bank/PPIAF (Public private Infrastructure Advisory Facility) during 2003-04.During 1998-2003, Dr Sarkar was with the TERI (The Energy and Resources Institute), New Delhi, as Senior Fellow, and worked on various projects concerning energy reforms, environmental infrastructure, natural resources management, and regulatory policy issues in India, Vietnam, Philippines, and other South Asian Countries. He was actively involved in the capacity building work of the South Asia Forum for Infrastructure Regulation (SAFIR), a Forum assisted (since 1999) by the World Bank and PPIAF, and is a regular resource persons for this continuing program.

Sharmila Chavaly holds a Masters degree from the Jawaharlal Nehru University and a Financial Planning and Programming certificate of the International Monetary Fund.She has served in the Ministries of Railways and Finance in the Government of India, including as Director (ADB) and Joint Secretary (Infrastructure) at the Department of Economic Affairs, Executive Director (PPP and Procurement) at the Railway Board and Principal Financial Advisor, Northern Railway. Her areas of work covered Public Private Partnerships, Infrastructure policy, Financing of Infrastructure & Project Finance, Sustainable Finance, Budget and Financial Planning, Foreign Exchange management, Public Procurement, Bilateral/Multilateral negotiations, setting up of the Infrastructure Investment Trusts and the revamped Real Estate Investment Trusts (InvITs and REITs), Municipal Bonds, Infrastructure Credit Rating Scale and the Credit Enhancement Fund, among others. She has served as Director on the Boards of the OVL, IIFCL and IRFC. She was the Indian representative of the Infrastructure Working Group of the G-20, the India-UK Financial Dialogue, the India-China Financial Dialogue and the India-US Task Force on combating the financing of terror and was tasked with processing India’s membership process of the Financial Action Task Force (FATF). She was a member of the inter-ministerial Expert Group on Telecom and Member Secretary of the Committee for Revitalising PPPs chaired by Dr. V.
