Noted Economist and Former UN Under Secretary-General
Nitin Desai takes over as Chairman of the Board of CIRC
To focus on research and capacity building on the interface between Law and Economics

New Delhi, April 8, 2012

CUTS Institute for Regulation & Competition (CIRC) named Nitin Desai, a noted economist and former UN Under Secretary-General as the Chairman of its Governing Council. Desai takes over from renowned economist and Chairperson of Prime Minister’s Economic Advisory Council, Dr C Rangarajan, who led the Board for past four years. Dr. Rangarajan will continue to be associated with CIRC as the President Emeritus of the Board of CIRC.
Desai, who was recently felicitated with the Skoch Challenger Award for 2012 for Infrastructure, has held senior positions at the United Nations between 1990 and 2003. Prior to joining the UN, he held senior positions at Planning Commission, Ministry of Finance and Economic Advisory Council to the Prime Minister of India. Desai was a visiting Distinguished Fellow at the London School of Economics and Political Science - Centre for the Study of Global Governance in 2003. In 2004, Desai became an Honorary Fellow of London School of Economics and Political Science. In India, Desai has been involved in the variety of public policy activities. He chaired the Committee on Technical Innovation and Venture Capital set up by the Planning Commission in 2006 and was a Member of the Prime Minister’s Council on Climate Change. Desai studied Economics at the London School of Economics and Political Science and prior to joining the Government of India, he taught Economics in different Universities in the UK from 1965 to 1970.
While taking over the position, Desai reaffirmed that “amidst current economic challenges there is an acute need of research and capacity building relating to issues emanating from the interface between law and economics” and he further hoped that “CIRC would be an active contributor in this space.”
On the occasion of reconstitution of the CIRC Board, Vikram Singh Mehta, the Chairman of Shell Group of Companies in India, took over as Vice President. Before turning to a career in corporate sector, Vikram Mehta was a civil servant with the Government of India i.e. in the IAS (1978). A highly successful corporate leader, he has honours degree in Mathematics and studied Economics at Oxford University. He also studied energy economics at Harvard University.
While taking over as the Vice President, Mehta said that “CIRC would accelerate the awareness and capacity building on the issues relating to Competition Policy & Law and Economic Regulation through partnerships with different institutions in India and abroad.”
Welcoming the change of guard at the CIRC Board, Pradeep S Mehta, a founder member of CIRC, said that CIRC is privileged to have a distinguished Board and will continue to come out with first rate capacity building solutions in its focused areas of competition policy and law and economic regulations. He also welcomed Prof. Bibek Debroy, Distinguished Fellow, Skoch Development Foundation & Professor at Centre for Policy Research, who has joined the CIRC Board as a member.
