bal krishan zutshi

Mr. Bal Krishan Zutshi, superannuated from the Indian Administrative Service (IAS) in January 1996 from the position of Secretary to Government of India in the Ministry of Chemicals and Fertilizers. Since March 2000 he is working as Adviser to ICRIER (a non-profit Think Tank and Research Organization) on Trade Policy, Trade Law and WTO Issues. Earlier he served as Vice-Chairperson, Telecom Regulatory Authority of India (TRAI).
He was also the Ambassador and Permanent Representative of India to GATT; Finance Secretary to the Government of Rajasthan; Chief Textile Adviser to UNCTAD; Joint Secretary in the Ministry of Commerce. GOI. Has experience in the WTO dispute settlement system as a panel chairperson.
Mr. Zutshi has a Bachelors Degree in Physics and Mathematics from the University of Jammu & Kashmir (1957) and a Masters Degree in Anthropology from the University of Delhi (1959), and in-service training throughout his career, including in the Kennedy School of Government at Harvard University, USA.
